Wireless Patrol Control System
Button-based patrol and alarm control for military and civilian sites; RFID checkpoints optional.

Overview
The problem in the field. On large sites, guard posts are far from the control room; radio calls carry no identity or location, and running wired alarm lines is costly and open to sabotage. Whether a guard is on duty and alert usually cannot be verified, and after an incident there is no record of who, when and where.
The solution. The system is button-based: each guard post gets a wireless device (ELC402) with Attack, Fire and Check-in buttons. When a button is pressed, the alarm type and location appear instantly on the central panel, and the sirens and alarm contact are triggered according to the scenario. Check-in supervision prompts the guard at a set interval (e.g. 30 min); if the check-in button is not pressed within 1 minute, the control room is alerted. Once the duty roster is entered, the personnel on duty at the time of an alarm are logged.
Expansion. RFID checkpoints are optional: with an RFID card or fingerprint reader, check-ins can only be made by authorized personnel. In the Professional tier, alarm and personnel information is shown on a dynamic site plan. The roadmap covers PC/mobile monitoring and reporting, GSM/4G backup notifications, the WR-001 portable notification unit for the response team and, in the longer term, a BLE/UWB-based real-time location (RTLS) layer.

Features
- Three-button alarm/check-in device (ELC402): Attack, Fire, Check-in; each alarm type has its own color/sound at the control room and its own siren assignment.
- Check-in (alertness) supervision: adjustable interval and tolerance time; missed check-in alarm and log.
- Duty log / roster: personnel on duty are logged at the time of an alarm (Smart and Professional tiers).
- Independent wireless sirens: placed in any zone, with a selectable alarm assignment; audible and visual.
- Dynamic site plan / map: alarm and personnel information on the site plan in the Professional tier.
- RFID checkpoint (optional): hardware-ready; restricts check-ins to authorized personnel; fingerprint reader option.
- Alarm contact output: dry contact to PLCs, auto-diallers and other security systems.
- Solar power: for guard posts without mains power.
- TargetOperations center software: a PC-based monitoring center application.
- TargetPC and mobile monitoring: status monitoring, alarm notifications and reports for authorized users.
- TargetGSM/4G backup notifications: SMS or calls from the control room via the Cellular Module 4G/NB-IoT (EM-G0C).
- TargetPortable notification unit: alarms to the response team with the WR-001 LoRa Wireless Alarm / Call Remote.
- TargetRTLS expansion: patrol location with BLE/UWB tags; a new layer rather than a direct upgrade of the current hardware.

Applications
- Military barracks, depots and facilities
- Ports
- Industrial estates and plant perimeters
- Critical infrastructure (energy, water)
- Officers' clubs, housing and campuses
- Private security patrol points
- Construction sites
The system runs as a closed on-site network and needs no internet or GSM connection. The control room's alarm contact output connects to a PLC, an auto-dialler or a security panel. The product is positioned as a guard patrol and check-in control system, not as an intruder alarm system.
Adding posts and changing parameters is done by Elmes or an authorized installer.
Compliance & documentation
There is no product-level CE declaration of conformity or RED test report yet; documentation is being prepared according to the plan below. The product is positioned as a guard patrol and check-in control system, not as an intruder alarm system.
- TargetCE – RED 2014/53/EU (EN 300 220-2, EN 301 489-1/-3)Starting at module level
- TargetLVD / EN 62368-1 — control unit and adapters
- TargetRoHS declaration
- TargetKVKK (Turkish data protection law) — data retention policy in the software for personnel records and RFID data
- TargetCE declaration of conformity, user manual and wiring diagram
- Out of scopeEN 50131 series — intruder alarm systemsThe product is positioned as a patrol / check-in control system
Frequently asked questions
Is RFID mandatory?
No. The system is button-based; RFID identification is optional (the hardware is ready for it). It is added when check-ins must be made by authorized personnel only.
Will it interfere with another Elmes system on the same compound or a neighboring site?
Every network has its own ID; packets with a different ID are ignored. The new series targets at least 8 independent networks through channel and network-ID combinations.
What if there is no mains power at a guard post?
The post runs on a solar panel + battery kit; a battery-powered device option is planned.
Is an internet or GSM connection required?
No. The system runs as a closed on-site network; GSM/4G is only for optional backup notifications, which are planned.
Can it connect to an existing security system?
Yes: the control room's alarm contact output connects to a PLC, an auto-dialler or a security panel through a dry contact. The Professional tier also provides a site-plan display.
How can the range be extended?
Use an external or high-gain antenna (Industrial RF Antenna Series) and mount the control-room antenna high; add a second central receiver if needed. Repeater support is planned.
What happens if the guard does not press the button?
When the check-in interval ends, the device prompts the guard; if the button is not pressed within the tolerance time, the control room raises a “missed check-in” alarm and the event is logged.
What about warranty and service?
2-year warranty; manufacturing and service in Ankara. Adding posts and changing parameters is done by Elmes or an authorized installer.
